Taiwan Design Center

 

In 2016 Taipei was named a World Design Capital (WDC). The WDC is designated by the International Council of Societies of Industrial Design (Icsid) every two years to recognize a city’s innovative use of design for economic, social and cultural development.

The Taiwan Design Center (TDC), a government agency tasked to promote international design exchange, ran the World Design Capital Taipei program. They focused on civic design to improve constituent’s everyday life, as well as the use of design to solve more challenging social issues. TDC acknowledged that the concept of using Design Thinking in the public sector is highly experimental and challenging for Asian democratic societies, yet they were determined to advance the conversation.

The program consisted of three major events:

  1. A two-day International Design Policy Conference which asked the question “how can we apply innovative Design Thinking to overcome constraints and pursue change in governance?”
  2.  The International Design Week Forum featured cross-border dialogues, analysis of international design trends, and a study of design and cultural context.

The International Design Exhibition featured design exhibitions, and events in six locations.

While the TDC team realized tremendous success, they felt that there is opportunity for growth. “We believe our greatest challenge is how to communicate the value of design. The intangible nature of design made communication between the government and local legislators difficult, especially in Taiwan where key performance indicators (KPI) are emphasized. If we could do it again, communicating quantitative indicators and assessments would be useful.”


The WDC was not just an event promoted by the city government; instead, it was a collaborative engagement of education, private industry and the public sector that laid the blueprint for urban design over the ten years, elevated the strategic status of design, and provided a new paradigm for making public policy that will influence central and municipal government well into the future.
